I've heard that these become available as loot around the holidays, was just wondering exactly when that was and if it's an annual thing.

Yeah usually 3 or 4 times a year: Spring update, game anniversary (8 years old this year & loot was x8) around Sept/Oct, Christmas update.

Keep all cannolis, toolbox and dp until loot events; particularly the games anniversary.
However, brens are limited to 1,000 per player per day.
And some events run from 3-7 days.
