When used on another player the horse head destroys 2/3 ish of the players stamina and the cement shoes takes away all health points putting the player into the emergency room. They're best used during a fight to stall or delay an attacker.

Go to the top mobsters list, pick a random person and give it to them. Best advice I got when I asked.
