What is knocking a turf out of commision? And how can I capture turfs without knocking out of commision

If you fail to meet all the requirements for capturing a turf but you still attack it down to 0 health, it goes out of commission until it heals up to about 10% of its health back.

Try mobbing up.

Check a persons mob before trying to cap a turf. Not only do you need to have all green checks to cap you need to have more power(armed mob). Otherwise you end up with a turf out of commission and a new enemy.
