Think about how big a mob you want and punch until you get there. Level is irrelevant.

Old rule of thumb was 100 mob per level so level 15 should be 1500...

And you may wait several days for some to accept. Entering codes multiple days in a row will quickly show results. Using a site like mob.codes, always complete temp codes first, then use the punch page. Historic codes will show the worst results of the three.
