The local capo in my area is also capo of 4 other areas how can I defend my turf. I'm a lvl 7 so I can't fight yet.

You don't need to worry too much at the moment. He can't capture your turfs while your total influence is less than 10% of his total influence.
In the long term, the best thing you can do is get more mob members. (And arm them).
His being capo does not give him any real advantage over you, he just gets free police protection.
