So what's a good rule of thumb for attacking people. Is it OK to attack random people?

Just don't cap turfs for no reason (war is a reason). Capping turfs for no reason can get you in big trouble in the community. Random 'fights' are good for both people because you each earn experience. That's just my philosophy

Fight random players who's mob size is close to your for more XP.

Yep- pretty much what has been said already. Profile attacks are totally cool, turf attacks usually start a war or expected in a war.

How do you find people with mob sizes close to yours, on the fight screen, usually people have too larger mob or to smaller?

You. Can find people with similar mob sizes by using the top mobsters screen. Select a state and look through different cities. Check the bottom for smaller mobs. Big cities will generally have bigger mobs.
