Yeh? It's in my loot but when I go to my profile it's not in my "use item" items.

Profile, Manage Inventory, equip Toolbox, Save Changes.
You should only use Toolboxes during events, to get the most from them. (e.g. - 2x Event loot + 2x Toolbox loot = total loot x 4)

If you have the patience, wait for the anniversary event, since the multiplier is much larger.
