Tearing turf down

If it says I'm at owning 45/43 turf, if I tear one down, can I rebuild it or not? Because I'm over my limit for my level?

You're over limit so you can't build a turf. Level means nothing. Over limit is over limit.

If you tear down 3 you can build. Leveling up gives you an additional turf limit increase every 2-3 levels, but you need to buy turf limit eventually. Save your 5 points a day and buy limit when you can. If you are inclined to spend real money on pretend shit, turf limit is the best thing to buy.
