Problem: a low level player is capo in a city nearby. I can't attack him (his influence is too low), but I can't build new turf either - every turf i build around or over his turf gets placed in another city, with the same name. It's like he is living in a parallel universe :) Any way around this? How does the game decide on what city a certain location is part of, and why does it seem to give different results for the same geolocation?

That sounds really weird.... Like some kind of newbee's Don super protection.. Is there anyone else who can try to place a turf near this player? What level he is?

Yeah, I got a couple turf that are in orphaned cities. The geocoder has changed occasionally over the years. Those areas are not available any longer and even if you cap them they change to the new location.

Happens all the time, it depends which geocoder is being used, at which date.
