I am currently paying out money to other turfs, to protect me own turf, what is the best way to stop this?

Equalize the influence of your turf to the one taxing you, if not, make it higher.

Add looted turf upgrades. Smuggling tunnel, bagman, distribution center, etc.

You can also car bomb the turf that is taxing you. That will lower its influence.

I haven't got any of those loot upgrades. Is that the only way to increase your influence once you get to 86?

Yeah you can only buy your way to 86, after that loot upgrades are the way to get any higher. Be careful with stuff like car bombs because those can make players angry at you. If you want you could ask the turf that's on you to politely relocate, but don't expect them to do that. Violence can be hard to successfully do without getting in a big mess of a turf war
