Do they work with the the 7x rhing when hetting loot boxes also?

Yes, just like when you attack with a Balaclava or Armor-Piercing Ammo equipped, a Toolbox works for the looting of a single mission. It will not be used until you loot something.
However, I would advise you to hold onto it for when there's another loot multiplier event so that you get even more use out of the Toolbox.
