Does anybody know what the loot item consigliere does?

Consigliere is your contact in the govt.

when you loot him it really means that he owes you a favor.

You call on that favor by going to your profile and selecting "use item". Your contact will then force the police force in all locations, all over the world, to ignore any illegal activities you are involved in for one week.

If you do it right then there is a way to get him to actually double the pressure from the police on other players, making them pay double police protection and virtually always getting "busted" while doing missions.. But that's another story.
