Nope, only gets higher and higher with each level up.

Cost of healing depends on either # of turf, or infuence, or maybe both. I notice it getting higher as I build more turf.
If you tear down turf - or they get capped - your healing cost goes down...but so does your income.

Another way is to increase max health. The cost stays the same, but you can heal more points of health at once - goes from 10-20 points/heal (@ 100 health), to 30-60 pts/heal (@ 300 health).
