As a capo of a city you gain the right to force everyone else in your city to pay tribute to you. find them and remind them of this right that you have to their money.

If they resist then start with car bombs and cement shoes. If they continue to resist bring out a vendetta against them, use this vendetta to slaughter all of their turfs and anyone who supports them.
