Capture turf.. goes out of commission

Can anyone tell me why when I try to capture a plot of turf that I'm eligible to capture... sometimes it let's me capture it and other times it just says I've put it out of commission and won't let me take over it... please someone help it's doing my head in lol

As you're attacking the turf, you are lowering their over all influence. It may be lowering it just enough to make the turf uncappable.
