  So if i wanted a ak47 and armor combo should i sell all my other weapons to keep up with the upkeep?

  No, keep your weapons that don't have upkeep. If you decide you want to go with upkeep stuff, don't buy more than what you can afford each hour. As time goes by, you will get more turfs, find better places to tax etc and will be able to afford more stuff.
