How do Ppl have 100 influence?

I'm only capable of 84 inf but there is some Ppl around my turf that have 100! How do I get that?

By equipping your turf with a union boss upgrade. You can get one of these by doing one of the loot missions, crack a bank safe gives you the best chance.
