How do I build or make my green circle bigger when trying to build new turf in the same city?

Upgrade your turfs influence to increase build range. Yoy can also use police maps (up to 3) for a one time range expansion

Actually, you can use up to five. The only catch is that a turf's max upgradeable radius is 8.2mi. If you get really lucky you can max out the distance in 3 maps, but the average to max is 4.

I did not know this.. By lucky you mean if you have all the looted upgrades equiped?(which also increase radius)
Or are the maps just a random range increase instead of a set amount (which i assumed).. and getting lucky being that you get a larger amount off each instead of a lower
