Ive seen people with more than 86 inf and is it just another turf upgrade for later game players?

86 is highest you can pay for, to go higher to have to loot special upgrades. If you look under loot in the help section it will explain what each one is and what lvl you need to unlock/loot

When you add certain things to your Turf it bumps it up over 86 you normally get rare items to add like look out or smuggling tunnels those loot items and many more will add extra influences to your turf these items may be looted through special loot items

You get them from missions and I find take out rival has the best chance for loot
