1 influence turfs?

How come there are turfs with just 1 influence? What does that do? I see higher level players doing it a lot.

If you have 4 or less influence in any area, that area doesn't show up in your cities list when sorted by country/state/province/city. Those turfs can only be seen by others if they tap the button to see the "full list" and then look through hundreds or even thousands of turfs.

Also some people claim capo of an area with 1 influence and if anyone hops past they will take the capo off you and you will get a notification. Can act like a trip wire to let you know when enemy's are coming.
