If someone has a special one time use turf loot equip thing (liquor license etc.) can you keep it if you take their turf?

Yes you can.

Yes and you can take it off and put it on another turf if you wish. Unused police maps transfer also but you cannot take them off.

You need to put skill points into stamina if you plan on capping loot.

Just cap a turf that has loot on it. If it's over 86 influence it has loot.

Why won't it let me equip my smuggling tunnel? I'm level 37 does that have to do with it?

You need to be level 60 in order to equip a smuggling tunnel.
