I've been setting up bases on/beside other bases trying to receive protection money from them, but I'm not receiving any. Is there a reason why?

You have to cover at least half of the other turf and have more influence than it either by using loot or finding turf less than 86 influence.

You can actually tax 86+ turfs if your turf has enough loot equipped

Be careful taxing someone bigger than you. They'll cap it from you.
