Raise your turf limit so you can plant more, try to get to well populated areas like cities with several players close by to make turfs more valuable and once you level up higher get used to tearing and moving turfs around so you can tax smaller turfs for additional income.

One thing that may cost you money is the way you are building your turfs in a tight cluster. A stronger player could plop right in the middle of that and tax all your turfs. When you can, consider spreading them out more.
