Knocked Out Of Commision?

Was attacking (trying to capture) a base and after several successful hits it said the base was "Knocked out of Commision." Anyone know what this means?

You weren't in range to capture it
Or one of the other requirements at the bottom of the screen weren't met

I've also seen it where you attack a turf that may have all the green check marks, but as you attack the influence drops, and when you continue the attacks knock the influence too low and you get an x as you attack, thus making the turf knocked out of commission and your unable to capture.

Okay, everytime I've ever tried to cap a turf with all green checks, I always knock it out of commission instead of capping it- why?

Ive had this happen before. I think its because they been inactive too long.
