What if you have the same amount of influence in an area as the capo, do you become capo? If I knocked his turf out of submission, and took his capo, do I still need to add extra turf upgrades when it regenerates? Or will I remain capo at 86 while he is 86

If you're equal, and you had it by knocking his turf town, you keep it.

You can also (not that there is anything wrong with pummeling a turf out of submission) add loot, wait 15 min or so, get the capo, and remove the loot.

Bottom line is the Capo changes hands once one player exceeds the other's influence. Equaling it will not trigger a change.
