All it means is that people can attack you more...
Not like healing yourself is costly once you have hundreds of millions or more.Would far rather just be able to have more than 250 energy.

In a V it's better to have more health. You become inactive in the V when you are in ER.

When you attack a turf, win or lose, it takes 8-20 health away from you.
Once you are at 29 health or lower, you cannot attack without stopping for a trip to the ER to heal (or a medikit).
When you heal in the ER, you go up 30-50 health each time. At 250, you cannot heal any more once you reach 189.
If you are attacking turf and the villain is healing them, you need to get in as many consecutive attacks as possible in order to overpower him, or get in enough attacks quickly enough that he can't get to the turf heal screen in time.
At max health, the ER gets you to 189-238. Depending on the villain's relative strength to yours, you may win some, lose some, until your health goes below 29.
So, the point of upgrading health is to be able to get the maximum possible consecutive turf attacks before having to stop to ER.

If you're just be-bopping around attacking some people on your fight list occasionally and only capping one or two turf here and there, or if your stamina is so low you need to refill it before you ER, health doesn't matter much. But it is cheap so probably a good idea to max it out because after all this is turf wars and you'll probably eventually have one.
