  I currently am about 5 turf over my creation limit (I capped them from others) and I am wondering if I should keep the number of turf I can create up to par with the number of turf I have or just go over and cap turf instead of being able to create them.

  You can't be mobile if you are over. Nothing wrong with going over temporarily to build up some bank though.
