Is there any way at all to capture turf at 1 Influence?

Cap rules apply to all turfs equally, regardless of influence.

Your issue is the turf "owners" influence being less than 10% of your influence.To cap you would have to drop influence.
Assuming your trying cap from wangle or ozlac (spelling?) that a hell of an influence drop.
