At what point would I be able to build the over 86 influence?

Right now you can go to 124. The smuggling tunnel unlocks for you at level 60.

You should only run the missions that say "chance of loot." You'll get bagmen, liquor licenses, distribution centers and union bosses. Once you have them, when you are adding the normal upgrades to turf, they will be in the list.

You can also capture turf over 86, take the upgrades and put them somewhere else.

You'll want to be careful with where you put turf higher than 86. Don't put it over a turf owned by a player with a bigger mob. She or he does not have to pay you, she or he will capture that turf and keep the upgrades.

Even if you aren't collecting from a more powerful active player, get to know the people around. Turf with loot are generally considered fair game.
