How do you loot items from someone?

You get loot items by doing certain missions like "crack a bank safe". It will say in blue text, "chance of loot", under the list of possible rewards for that mission.
If you capture a players turf that has loot item upgrades equipped, you get those upgrades.
You cannot loot items attacking a player.
