are these people with influence in every continent and a multitude of nations hackers or is there some overpowered ability that you get at higher levels for that? I'm asking because a new local capo popped up and he has turf EVERYWHERE...

Some players have been playing for a long time and have turfs all over the world. In game airports have aided in that aswell. Some players have actual travelled in life and some have decided to use gps spoofing to claim turfs in this case that is cheating and the offenders in all likelyhoid will be dealt with. Leave it to the pros though don't accuse anyone that's just not nice.

I'm spread out in several countries and I did it via airports, turf hopping and real life travel. Time consuming but it's fun to get to new places on the map.

Probably a small fraction of players cheat, but overall people spread out because they work on it.
