why do some people get extra boost by the Don when I try to capture their turf? I meet all capturing criterias and yet that boost prevents me from capturing.

The most likely thing is you are attacking turf of players are too low of level for you to cap and the have Don protection, Don protection runs heavy on players levelled 1-15, then after level 15 you slowly loose Don protection each and every level until you hit level 50. At level 50 you loose all Don protection.
