Why do people only build to 86 influence when they can be 128 influence?

Why do people build to 128 when they can build to 138?

Save your loot for a cluster of Turfs you can tax.

Adding loot to get over 86 makes your turf a target for someone bigger to capture just for the sake of getting the loot items.
As Z said, look for a place where you can cover (preferably inactive as they won't tear down or try to capture your loot) several turf. You can make $150k/hr rather easily in the right places. Even if your turf is eventually captured for the loot, the extra income may be worth it while it lasted.
Don't cover active (planted or captured turf in the last 3 months or so) mobsters with larger mobs than yours. If they discover you are taking money from them, they will capture your turf and put a stop to that, plus get your upgrades.
