At what point does the Don stop defending you?

You loose all Don protection at level 50.

and i believe from 25-50, the amount of don protection gradually decreases

Don protection. You can't attack lower lvls from 1 to 50 unless you're close to the same lvl as the defender.

The correct answer is level 15 . When you start to lose Don protection and level 50 lose all Don protection. Players within the level 15 range can attack each other I think.
