When I upgraded my first base the creation range wAs a lot bigger than what I can get from my second base even though my second base has more influence, is there more things I can do to increase the creation zone other than adding influence related upgrades

For creation zone. You have a greater creation zone when you are physically in a given area. Actual gps. Or a higher influence. Or you can loot police maps during missions and apply those to turfs for a far bigger turf creation radius. The furthest area of creation with police maps is 4.2 miles or 6.6 km I think???
