I've seen various opinions on the forum so I want to see what the general consensus is.

Does level matter?

what is the best level to be at?

Below level 40 there is "Don protection" to assist with not getting capped by bigger players. Other than that, level matters not.

A higher level also equates to a higher cap limit.
