turf attacking question

I'm a level 20 something and a level 60 some attacked my turf, how is this possible, I tried attacking a turf that belongs to a level 14 player and it said something like "the don said to quit picking on the little guys"

Lvl 14 is a tw virgin, the don helps u during the early stages I'm not sure when the help stops but it's normal.

so when I'm a lvl 50 I'll be able to attack level 20's and 30's

Possibly. Mob strength is also a factor.

I'd like to know how I get my turfs health back after I've 'repaired it as much as possible'
