Turf claimed 23/19?

It says the amount of turf I have claimed is 23/19... Is this because I have captured turf? And when I level up and win another available turf will I be unable to place it?

Yes, it's because you captured turf. You won't be able to place new turfs until you catch up, so next turf up would be 23/20, etc.

In my opinion that is the biggest mistake in this game.

That is realy annoying... I was one mission away from another turf when I captured those 3
