How long do I need to be somewhere before it'll let me build turf in that area, if I'm just visiting?

Yep. It's right away I did it at my buddy's house last weekend.

It only worked for me tonight after completely closing the app and opening again. Is this a bug?

I had enough signal in location to make this thread and load maps so not sure why it didn't do it instantly?

Not a bug. It's iOS4 bs. Sometimes you need to close the app out in multi-tasking get the map to refresh.
