I'm trying to take over a turf, and I am qualified to, but I keep losing. The weird part is that he only has 10 or so small weapons and the same amount of turf defense upgrades. My attack and defend skills are way up in the thousands, and it doesn't say that he is getting any help from the don, so what do I do? Why is he winning every time I try to attack him?

You probably reached daily capture limit on the inactive player you've capped quite a few from.
