My iPhone 4 is up to date. Not jailbroken Getting accuracy 5000 messages and having difficulties finding location. Is this a known issue? Any way to fix it?

That's typically a weak signal. But I think there were some other issues and explanations.

There is a locations issue thread stickied at the top of the Tech forum. If you don't find your answer in there, you'll have to search.

And when do find the people that offered solutions, send them to the ER for not putting those solutions in the easy to find, pinned to the top of the freaking page for everybody to see thread.
