  Resistance is when you have captured more than a certain percentage of your turf from one player. This is designed to try and prevent you from picking on one individual too much. You pay a resistance fee for all turf taken over that percentage. I just can't quite remember what the figure is.

  It starts when 30% of your turf comes from another player. The more you grab, the higher the resistance goes.
