Capture turf but can't attack a player?

How is it possible that I can capture someone's turf, but I can't attack the player because me and my turf are too far away?

If you or your turf are not within 1,000 miles of the player you can't attack the player. For example. I have turf in Australia and USA. A player in Japan has turf in Australia, USA and Japan. I can attack his turf that is within 1,000 miles of me and my turf but I can't attack the player as he is in Japan.
