Just curious. Seems like I used to get lots of them but now its pretty rare, and they don't appear to be very local to where I am at the time. Is it mobsters who are within a certain radius of your turf?

It's players within a certain radius of your current physical location. Other than new or inactive players, the players near you are probably already in your mob.
