An omerta turf has been set up near, showing up as white. When I tap on it and go to the turf info on the map on the top right it shows the colour of a player. Is it reliable to say that player owns that turf?

Only way to find out is to attack it. Standard action for Omerta's being placed near you.

Yes I know that, but I just noticed that when I tap on the turf and it brings up the turf info, on the map it is showing as a green dot, the same colour as the player I believe owns the turf

Yes it seems to be a glitch in the omertà turf it does show the colour. However there maybe multiple players using the same colour in your area. If not then its a pretty good chance it's him.
