What determines how much turf income is paid out to the "cops"?

I assume it's a fixed percentage of that turfs income?

You can buy protection, then you don't pay cops anything for a week.
Go to Missions and at the top will be a button. You can use game$$ or go to the Don and for 5 pts you're good everywhere.
