Buy them through crate boxes provided by the don - lucky draw or run crack bank safe missions - again lucky draw but you will eventually get one.

Capture a turf that has one equipped. There easy to spot. Then you can move it wherever you want. The previous owner may be a little mad and they might have a car bomb, so I guess you're still taking a chance...
