Y can't I buy the new assault riffle and the union boss in market how do I get them

You can not buy them in the market. You loot them from different missions. They will have a little blue sign saying this mission will give loot

As said, you can only gain "loot" by completing missions that are specifically marked with "chance of loot" in light blue.
