Riot shields

How do these equip? Instead of weapon, instead of armour or as addition to armour?

Riot shields is armor like body armor and kelvar vests. Your mob uses them over kelvar vests if you have them.

only when you attack. Shields actually have one more point in attack than armor so that's what you use in attacks

I would have thought that riot shields would have been better
