Turf boss ?

I've got one in the unequipped turf upgrade section. Can't find the tab to use it though. Is it linked to a particular lvl? I'm a lvl 23. Also what mission gives you the chance for that item?

Select a turf, then go to Get Upgrades, then select the Union Boss at the bottom of the list just above the defensive upgrades.

Couldn't do it that way. But I found it under the manage inventory page. Thanks.

Lol. And dang it, if I didn't put it on the wrong turf. Is there a way to switch it?
